A flat roof leak creates two immediate concerns: stopping the water and deciding whether the roof has reached the point of replacement. Those decisions should be connected, but they are not identical. A temporary measure may protect a room while a fuller assessment is arranged.
The age of a roof is useful background. It is not enough, on its own, to decide that every part should be removed. Equally, a small visible split does not establish that the layers underneath are sound.
Ask for the condition to be explained
A useful assessment identifies what can be seen, what has been tested or opened up and what remains uncertain. Request photographs with locations, so that a defect at one edge is not confused with a problem across the whole roof.

Compare options on the same basis
If a repair is proposed, establish the area covered, the intended result and any limitations. If replacement is recommended, ask why a smaller intervention would not address the diagnosed problem. A clear explanation should be understandable without the homeowner becoming a roofing specialist.
An overlay also needs a stated basis. Ask how the existing construction has been assessed and why it is suitable to retain. Treat “no stripping required” as a proposal needing evidence, rather than an automatic advantage.
Count the related work
A full replacement discussion should include insulation, rooflights, edges and drainage. Separate items that are necessary for the proposed roof from optional improvements. Then compare the total scope with the likely purpose and limitations of a repair.
Keep the leak history, previous invoices and photographs together. A recurring problem is easier to investigate when the contractor can see what has already been attempted and whether the symptoms changed afterwards.
